Policy Brief on Building Resilience Through Better Performance Assessment of Switzerland’s Health System in Times of Crises
The COVID-19 pandemic highlighted the need to evaluate the Swiss health system’s performance, particularly its resilience. Current Swiss performance assessments do not fully align with WHO and OECD concepts of resilience, requiring updates. Policy recommendations include integrating resilience as a core principle, developing a standardized framework with resilience indicators, and improving data collection and sharing. To ensure long-term resilience, Switzerland should unify data systems, institutionalize regular performance reviews, and adopt a common language for resilience.

Resilience should be a priority — Switzerland should act to integrate resilience into health system performance assessments.
